Paul Simpson’s expertise and experience uniquely qualify him to be County Chair of the Harris County Republican Party in these challenging times.

Political

Paul has advanced conservative Republican political causes as a hands-on conservative activist since high school. His political activities – campaigning, recruiting, mobilizing, precinct organization, election judging, and conventioneering, and serving as legal counsel and treasurer of the county party – give him the practical expertise and ability to lead the Party to political resurgence. Paul has honed his skills by also leading non-political volunteer civic organizations, demonstrating his ability to recruit, organize, and lead volunteers in everything from blockwalking neighborhoods to a successful multi-million dollar fundraising campaign.

Paul was elected state chair of the Louisiana Teen-Age Republicans by the age of sixteen and was later named National Outstanding Teen-Age Republican. While attending Rice University, he chaired the Young Republicans there. Paul's summer jobs included working for a national conservative organization, recruiting and mobilizing young people for Republican congressional candidates in multiple states.

Paul has been active in Harris County Republican grassroots work from campaigning to poll-watching since the 1980s. A delegate to district and State Republican conventions since 1986, Paul served on and chaired numerous committees and was parliamentarian for various conventions. Paul co-chaired the 18th Congressional District for the Jack Kemp for President campaign in the 1988 presidential race, including managing phone banks, organizing precincts, and organizing door-to-door walking in neighborhoods throughout the district.

Paul was first elected a Republican precinct chair in 1990 when he unseated an incumbent. He was reelected every cycle until stepping down in 2010. Other precinct chairs elected Paul as chair of their state senatorial district in 1994. He served as election judge for dozens of elections and represented the county party as its lawyer in several ballot contests. Paul also served as legal counsel, then treasurer, of the Harris County Republican Party in 1998-2001.  Since 2010, Paul has helped organize and volunteered in numerous election campaigns, and he and other activists formed ConservativesInAction and created Precinct Manager -- a unique webtool to help precinct chairs organize and mobilize to win elections.

Civic and Volunteer Organizations

Paul has also been a leader in civic organizations. He was President of the Board of St. Catherine’s Montessori School in Houston for over four years. Under Paul’s tenure, despite financially challenging times after September 2001, the school embarked on a successful multi-year fundraising campaign that yielded over five million dollars. The school acquired land and designed and built a new award-winning facility, while staying fiscally sound. As Board President through that process, Paul oversaw budgets, policies, strategic planning, marketing, expansion, recruiting and organizing volunteers, and more.  He now serves on the Board of Incarnate Word Academy assisting in long-range planning for the school.

Paul has been an adult Scout leader for over a decade. He has served as Committee Chair of Boy Scout Troop 505 since 2006, overseeing adult leaders and administrative needs of the Troop.


Paul also serves as a Lector at St. Vincent dePaul Catholic Church in Houston. He was also member, then selected to be Chair in 2006-07, of the Parish Council of that over-4,000-family church. While Paul was Chair, the Council implemented new programs to enhance the Church's activities and growth.
